Bulgarian healthcare framework agreement updates
Overview
The Bulgarian National Health Insurance Fund (NHIF) has entered into new framework agreements with medical unions to govern healthcare services through 2028.
In early September, an agreement with the Bulgarian Medical Union established a 4.4% funding increase for general practitioners and specialists, alongside a 10% increase in clinical pathway prices. The agreement also introduced provisions for remote prescription issuance. However, the Bulgarian Medical Union expressed concerns that funding remains inadequate, noting that certain sectors like hemodialysis and laboratory services received no price increases.
Following this, a separate agreement was signed with the Bulgarian Dental Union. Effective November 1, 2026, insured adults will be entitled to a fourth annual dental activity, aligning adult coverage with pediatric provisions. The agreement also includes increased payments for certain comprehensive dental examinations and adjustments to daily reporting hours for dentists and dental surgeons to manage service access.
