Overview
Bulgarian enterprises currently determine salary funds based on factors such as base monthly wages, bonuses, seniority, and performance, while adhering to labor legislation and collective agreements. Employers may adjust these components in response to changes in the statutory minimum wage or workforce structure.
Authorities are now developing a new mechanism to determine the minimum wage, intended to replace the current system of linking it to 50% of the average gross salary by 2027. Labor Minister Natalia Efremova and Deputy Prime Minister and Finance Minister Galab Donev announced that an interdepartmental working group has reached a principle agreement on new criteria.
The proposed formula will move away from a single indicator to consider multiple factors, including purchasing power, general wage levels, wage growth rates, and labor productivity. This mechanism is expected to be reviewed every four years. Officials aim to reach a general agreement by the end of August, with the final determination for 2027 scheduled for completion by late September.
