The Bulgarian National Revenue Agency (NAP) has implemented a series of inspections to enforce fiscal discipline across various sectors. In Plovdiv, the agency targeted diverse commercial establishments, including restaurants, grocery stores, and market vendors, issuing sanctions for discrepancies in reported turnovers. Expanding the scope of enforcement, the NAP conducted 88 inspections of flower vendors nationwide, identifying 42 violations primarily involving missing receipts or fiscal devices. Since September, the NAP has also launched a nationwide campaign targeting the meat industry to combat tax evasion. This operation has audited 40 warehouses belonging to 10 companies across regions including Sofia, Plovdiv, and Varna, and inspected 228 heavy goods vehicles. These efforts resulted in 11 security measures totaling approximately 78,000 euros to guarantee tax payments. In Sofia, recent NAP audits have targeted the hospitality and beauty sectors. A restaurant was sealed for one night following the discovery of 11 violations, including the use of fake slips from non-fiscal printers, labor discrepancies, and suspected remote manipulation of sales software. Additionally, inspectors identified systemic failures at a commercial pavilion on the University of National and World Economy (UNSS) campus, where actual cash on hand significantly exceeded fiscal records. Recent NAP enforcement has also extended to retailers specializing in Chinese goods, where inspections identified violations including the issuance of non-fiscal receipts. Expanding beyond fiscal audits, the Bulgarian Food Safety Agency (BFSA) and the Commission for Consumer Protection (CCP) shut down a central kitchen in Plovdiv belonging to the T Market retail chain due to “unprecedented hygiene violations.” The facility served as a primary food preparation hub for various locations nationwide. Inspectors reported severe sanitary issues, including a lack of traceability for prepared foods, products with altered origins, BFSA has since suspended operations at two commercial sites, four heated display cases, and labeling errors. the central kitchen. Dr. Kremena Stoeva, head of the Food Control Department at BFSA, noted that while no citizen complaints regarding health issues have been linked to the chain, the hygiene issues were significant.
