An extraordinary session of the Bulgarian National Assembly failed to convene on October 13, 2026, due to a lack of quorum. The session was requested by the ‘We Continue the Change’ party, supported by GERB and ‘Democratic Bulgaria,’ to investigate the 2022 pardon of Ognyan Atanasov, a convicted drug trafficker known as the ‘Petrich Escobar.’ Lawmakers intended to question high-ranking officials, including Ivaylo Yordanov, Director of the General Directorate ‘Execution of Punishments,’ and Sofia Prison Chief Svetoslav Penov. The inquiry focused on whether medical reports and behavioral records, specifically regarding a physical altercation in November 2022, were accurately presented to decision-makers during the pardon process involving then-Vice President Iliyana Yotova. Following the failed attempt, the Bulgarian National Assembly scheduled a new extraordinary session for October 21, 2026. This session aims aimed to scrutinize the medical justifications used to issue Decree No. 119 in December 2022. The investigation has expanded to include the authenticity of medical reports, potential pressure exerted on medical professionals, and possible connections between Atanasov and national security or law enforcement agencies. In preparation for the October 21 session, the scope of questioning has been clarified to include the General Directorate for Combating Organized Crime (GDBOP) and the chair of the Presidential Pardon Commission. Lawmakers specifically intend to examine an incident involving a fight in the prison hospital on November 16, 2022, which occurred nineteen days before the pardon was granted. The inquiry will also address allegations of threats made against doctors and their relatives. However, On October 20, 2026, the scheduled extraordinary session for October 21, 2026, also again failed to convene due to a lack of quorum. The hearing was intended to question officials from the Ministry of Interior, the State Agency for National Security (SANS), and prison administration. In response to the controversy, the Presidency has denied allegations of withholding information, stating it has responded to 14 public information requests and that all relevant documentation has been forwarded to the prosecutor's office for investigation. The administration maintains that the pardon followed all legal protocols based on the convict's severe health condition.
