Bulgarian social support system reform
Overview
Bulgaria has initiated discussions regarding a potential Social Support Code to reform its current fragmented system of social legislation. The Ministry of Labour and Social Policy and the Economic and Social Council (ESC) launched public consultations to address the inefficiencies of existing laws, which are estimated to range from nine to approximately 25 different regulations.
The proposed reform is guided by principles of adequacy, targeting, timeliness, transparency, and sustainability. While the social policy budget has reached a record exceeding 2.1 billion euros, approximately 29% of Bulgarian citizens remain at risk of poverty or social exclusion, including one in three children.
Zornitsa Rusinova, Chair of the ESC, has advocated for a fundamental overhaul that moves beyond a mere consolidation of laws. She argues for an individualized model designed to meet specific human needs, improve information exchange between services, and reduce administrative burdens. The ultimate goal of the reform is to direct resources more effectively and foster independence among recipients rather than creating long-term dependency on state aid.
