Bulgarian tax law reform and euro transition

Overview

The Bulgarian Chamber of Commerce (BCC) has warned that proposed government changes to tax laws, intended to prepare the country for Eurozone accession, could lead to a nearly 96% increase in financial penalties. BCC Vice President Stanislav Popdonchev stated that certain sanctions would undergo a formal currency conversion where the numerical value remains the same but the denomination changes from Bulgarian lev to euro. This would effectively increase fines, such as a 1,000 lev fine becoming 1,000 euros, which is equivalent to 1,955.83 levs.

MP and economist Martin Dimitrov has also criticized the Ministry of Finance regarding these 2027 tax amendments. Dimitrov noted that while sanctions for individuals might be correctly converted, sanctions for businesses would effectively double due to the failure to apply the official exchange rate of 1.95583 during the mechanical substitution of terms. He suggested the approach lacks clear criteria and may be aimed at increasing budget revenue.
