Burlington public safety and homelessness policy debate

Burlington city officials are navigating internal disagreements regarding public safety, crime, and drug use in downtown and waterfront areas. While some Democratic councilors have proposed increasing accountability for offenders to address visible disorder, critics have labeled these efforts as a return to an era of incarceration and forced removal of encampments. Mayor Emma Mulvaney-Stanak has defended her administration against these criticisms, advocating for a focus on housing and mental health rather than enforcement shortcuts. Meanwhile, the Vermont Police Association has characterized the city as being at a “critical breaking point.”

Seeking broader support, the Burlington City Council and Mayor Mulvaney-Stanak unanimously passed a resolution requesting state intervention from Vermont Governor Phil Scott. The city’s 10-point request asks for assistance in managing homelessness, untreated mental illness, and substance use disorder. Specific demands include the opening of a new 100-bed shelter, expanded daytime shelter space in Chittenden County, and expedited access to $83 million in state emergency shelter funds. The resolution also calls for the state to reverse planned reductions in mental health services and provide increased support through state law enforcement and medical collaborations.
