ByteDance is expanding its physical and regulatory footprint in Brazil. The company has initiated a major infrastructure project to establish TikTok’s first Latin American data center in the Pecém Industrial and Port Complex in Ceará. This investment, totaling an estimated R$ 200 billion, is a partnership with Omnia and Casa dos Ventos, with operations expected to begin in the third quarter of 2027. Construction on the facility officially began in January 2026. Representing ByteDance’s largest technological infrastructure investment outside of China, the project includes an initial phase investment of R$ 50 billion. This first stage is expected to create more than 4,000 jobs and provide an initial electrical capacity of 300 megawatts. The site was chosen for its access to renewable energy and strategic connection to international submarine cables, a move expected to stimulate the regional economy and the real estate market in the Fortaleza Metropolitan Region. Simultaneously, ByteDance faces regulatory challenges regarding data privacy. Brazil’s National Data Protection Authority (ANPD) fined the company R$ 153.7 million following an investigation into the collection and sharing of minors' data for advertising purposes. As a result of the ruling, TikTok is required to implement compliance measures, including the suspension of advertising in its “unregistered experience” mode.
