French agricultural crisis and drought response
Overview
Following an exceptional summer of extreme drought and heatwaves in 2026, French agricultural sectors have faced significant production losses. In the Grand Est region, cereal yields have declined, potato production is expected to drop by 20% to 50%, and some fruit and vegetable losses have reached 80%. These conditions have also resulted in reduced milk production and early grape harvests due to hydric stress.
In response, Franck Leroy, President of the Grand Est region, appealed to European Commission President Ursula von der Leyen for a massive EU safeguard plan. Leroy’s proposal includes immediate emergency measures to support farm cash flows and long-term strategies for water management and soil improvement. He specifically advocated for a “white year” (année blanche) mechanism to allow farmers to defer capital payments without penalties.
At the Terres de Jim gathering in Metz-Magny, political leaders addressed the crisis. Gabriel Attal proposed a plan to increase farmer income, simplify regulations, and invest in ecological transitions, noting that “the cost of inaction is greater than the cost of action.” Leaders continue to call for intervention from the French state, the European Union, and banking institutions to prevent farm bankruptcies.
