One month after the magnitude 7.4 earthquake centered in San José del Palmar, Chocó, Colombia is transitioning from emergency response to a massive reconstruction phase. The disaster, described by the Servicio Geológico Colombiano as the worst of the 21st century in the country, has resulted in 331 deaths, 4,505 injuries, and 111 missing persons according to the National Unit for Disaster Risk Management (UNGRD). The scale of destruction is vast, impacting 466,709 people across 16 departments and 498 municipalities. Beyond the 36,326 destroyed homes, infrastructure damage includes over 4,300 schools, 400 health centers, and 521 roads. In Cali, Mayor Alejandro Eder reported 154 fatalities and 45,139 affected families, noting that city-wide reconstruction could cost 10 trillion pesos. President Abelardo de la Espriella’s administration has initiated reconstruction plans, including the creation of the ‘Fondo Patria Milagro’ to coordinate aid and a proposed ‘Plan Marshall’ for Chocó. Total reconstruction costs are estimated at approximately 30 trillion pesos, though Asocapitales suggests costs in major cities alone could reach 21 trillion pesos.
