Governor Gavin Newsom has signed several legislative packages in California addressing diverse policy areas. Initial measures focused on public safety, civil rights, and labor protections. These included new firearm safety requirements, expanded LGBTQ protections, and labor reforms for incarcerated firefighters and waste management workers. The package also addressed consumer privacy and charitable transparency, though some bills regarding wildfire insurance and student protest discipline were vetoed. Subsequent legislation focused on restricting federal immigration enforcement. In response to increased detention numbers under the Trump administration, Newsom signed over 20 bills designed to increase oversight and protect detainees. These measures include banning certain law enforcement equipment, prohibiting face coverings for immigration agents, and establishing a bill of rights for detainees. A central component, the ‘No Kings Act,’ seeks to allow residents to sue federal agents for civil rights violations, a move expected to face legal challenges in federal court. More recently, Newsom signed 10 new gun control bills to expand restrictions on firearm manufacturing technology, purchases, and prohibited persons. A significant measure, Senate Bill 948, mandates that applicants complete at least four hours of qualifying instruction, including live-fire exercises, within the year preceding an application, effective January 1, 2029. In addition to legislative updates, Newsom reported significant economic growth during the 2026 California Economic Summit. He stated that California’s economy has grown by more than $1.5 trillion during his tenure, reaching a total of $4.5 trillion. He noted the state now accounts for nearly 14% of the U.S. GDP and leads in 17 of 20 major economic sectors. At the same summit, Newsom and former Governor Arnold Schwarzenegger commemorated the 20th anniversary of the California Global Warming Solutions Act. Schwarzenegger, who signed the 2006 law, noted the political challenges faced when pushing for a 30% reduction in greenhouse gas emissions.
