Judge Jennifer Rockwell affirmed Bonta’s revised ballot title, ruling that the description accurately reflects the policy's effect and constitutes a reasonable exercise of the Attorney General’s discretion.

Proposition 39 would require in-person voters to show a government-issued ID, mail-in voters to provide the last four digits of such ID, and mandate state-issued ID cards on request and citizenship verification for all registered voters. The Legislative Analyst’s Office estimates annual costs in the tens to low hundreds of millions of dollars. Supporters argue the initiative strengthens election integrity without disenfranchising voters; opponents contend it adds unnecessary barriers.

By late August, recent polling suggested Proposition 39 may struggle to pass this November, despite broad national support for voter identification requirements. The measure remains a central point of debate regarding California's vote-by-mail systems, as opponents argue the initiative is necessary to address perceived chaos in the current system.
