California voters are set to decide on Proposition 43 this November. If approved, the measure would raise the approval threshold for local citizen initiatives regarding sales taxes—including those for utilities, transit, and real estate—from a simple majority to a two-thirds majority. Local government and transit leaders have voiced concerns that this change would make securing essential funding more difficult. VTA Board Chair Sergio Lopez noted that the requirement could allow a “super-minority to veto policies supported by the majority,” potentially forcing agencies to find alternative funding mechanisms for regional measures like Senate Bill 63. The Howard Jarvis Taxpayers Association, which placed the measure on the ballot, argues the change is necessary to “close a judicial loophole and restore constitutional protections.” However, opponents, including the California Professional Firefighters union, contend that a two-thirds requirement would hinder the passage of essential local service and safety measures.
