California residential electrification policy
Overview
California has implemented the Clean Energy Choice Act (Assembly Bill 2313), also known as the Home Energy Choice Act, to accelerate residential decarbonization. The law requires utility companies to provide financial incentives to homeowners who choose to disconnect from natural gas lines and transition to electric appliances, such as heat pumps, induction cooktops, electric water heaters, and electric fireplaces.
This framework is designed to be more cost-effective for the system than the mandatory renewal of gas lines, which can cost utilities like Pacific Gas and Electric (PG&E) between $20,000 and $30,000 per household. By offering incentives that are less than the cost of line replacement, the law allows for potential savings to be shared among gas customers. Analysis from the Natural Resources Defense Council suggests that offering 1,000 households approximately $17,500 each to electrify could result in a collective net saving of approximately $20 million compared to replacing service lines.
While supporters argue the policy reduces long-term infrastructure costs and supports California’s goal of a carbon-neutral economy by 2045, companies such as San Diego Gas and Electric and SoCalGas have opposed the measure, arguing it might shift costs to remaining gas customers. The program is currently capped at 1% of utility customers and is set to expire on January 1, 2035, though it remains eligible for renewal. To promote these technologies, Silicon Valley Clean Energy (SVCE) has launched a ‘Clean Energy Dream Home’ mobile showroom to demonstrate how electric appliances can reduce indoor air pollution and lower energy bills.
