SEIU Local 1000, representing approximately 100,000 California state employees, has authorized a strike following the expiration of a contract on July 1. The union is seeking improved pay, more affordable healthcare, and increased remote work flexibility. Members previously filed a complaint with the state’s Public Employment Relations Board, which concluded in September that CalHR “refused to meet and confer in good faith.” Following an overwhelming vote where 96% of members favored walking out, the union scheduled a one-day statewide strike. This marks the first such walkout in the union’s 44-year history. The strike is expected to cause disruptions or early closures at agencies including the Department of Motor Vehicles (DMV), the Employment Development Department (EDD), and CalFresh food assistance programs. Tens of thousands of employees have launched the unprecedented walkout amid a deadlock in negotiations with Governor Gavin Newsom’s administration. A significant driver of the dispute is a state mandate requiring employees to return to the office four days a week. While the administration argues this improves collaboration, the union maintains that remote work offers better work-life balance and cost savings. The union has accused the state of “bad-faith bargaining” following the contract expiration. Demonstrations have been reported in major cities, including Sacramento, Los Angeles, San Francisco, and San Diego. On Wednesday, tens of thousands of workers—including IT professionals, auditors, and nurses—participated in the historic one-day strike. Following the walkout, the union and the California Department of Human Resources are scheduled to resume mediation talks on October 30.
