Camorra criminal activity in Naples and Naples-Bari rail corruption probe
Criminal activity involving the Camorra in Naples has manifested through both territorial intimidation and systemic economic infiltration. In the Miano district, a ‘stesa’—a warning display of gunfire—occurred in the San Gaetano area. While no injuries were reported, investigators believe the incident reflects instability in local criminal control, as the Licciardi clan potentially attempts to reclaim territory formerly held by the Lo Russo clan. Concurrently, the Naples District Anti-Mafia Directorate (DDA) has expanded its investigation into the Naples-Bari high-speed rail construction project, a project valued at approximately 5.8 billion euros euros. The probe, directed by Prosecutor Nicola Gratteri and partially funded coordinated by PNRR resources. The probe Henry John Woodcock, focuses on the ‘Mazzacane’ group, specifically identifying Pasquale group and Camillo Belforte of the Marcianise-based clan as central figures. Prosecutors Belforte clan. Authorities allege the group used the company Areco Srl to manipulate public contracts and subcontracts, involving preferential payments exceeding 1.5 million euros in late 2024. Recent developments have uncovered alleged infiltration by the Belforte clan into construction sites, including approximately 300,000 euros transferred to Egypt for real estate purchases. The Naples Public Prosecutor's Office and the Guardia di Finanza have secured precautionary measures against 20 individuals, including 10 house arrests. Suspects face charges through bribes including corruption, labor exploitation, favoritism, and the issuance of false invoices. The investigation revealed that entrepreneurs provided bribes—including luxury watches, iPhones, mobile phones, and cash sometimes hidden inside concealed in ‘Christmas panettone cakes’—to secure contracts and influence the management of waste cakes’. Recent findings have identified corruption involving several consortia, including Hirpinia AV, Nacav, and concrete supply. Technical irregularities were also noted, such as Telese. The investigation has uncovered the use of low-quality concrete at the Grottaminarda site. Additionally, substandard concrete, which may compromise structural integrity, and potential environmental risks from asbestos. Furthermore, the probe highlighted the exploitation of non-EU workers through ‘caporalato’ and highlights severe labor exploitation, or ‘caporalato,’ involving Egyptian nationals forced into shifts lasting of up to 20 hours. In response to these revelations, the organization Libera Avellino has described the project as a “free zone” for bribes and illegal subcontracts, calling for strengthened anti-mafia controls and increased transparency to protect public funds.
