Canada provincial skilled-worker immigration draws

Provincial and territorial nomination programs have continued to dominate Canada’s skilled-worker immigration flow into late summer 2026. Following intensive draws in June and July, the federal Express Entry system held a draw on August 4 targeting candidates with provincial nominations. This draw issued 507 Invitations to Apply (ITAs) with a CRS cut-off of 768, the highest threshold for a PNP draw that year. Alberta’s Advantage Immigration Program previously ran two priority-sector draws in late July, inviting 82 workers for construction and agriculture. The province reported inviting more than 10,800 candidates across all streams so far in 2026. In the territories, the Northwest Territories restored its immigration nominee allocation to 300 spots for 2026. An expression-of-interest draw was scheduled for August 26. Newfoundland and Labrador issued 122 ITAs on August 18 through the Newfoundland and Labrador Provincial Nominee Program (NLPNP), marking the first time in 2026 the province omitted the Atlantic Immigration Program (AIP) from its invitations. By early September, provinces continued to refine specific pathways. Quebec’s Ministry of Immigration, Francisation and Integration (MIFI) issued 790 invitations under the Skilled Worker Selection Program (PSTQ), with the largest portion allocated to workers with intermediate and manual skills. Meanwhile, Ontario’s redesigned Ontario Workforce Priority stream has increased requirements for employer involvement, necessitating that businesses register through the OINP Employer Portal and meet specific revenue, staffing, and compliance standards to facilitate a worker’s path to permanent residence. On August 31, Immigration, Refugees and Citizenship Canada (IRCC) conducted Express Entry Draw #438, issuing 562 ITAs under the Provincial Nominee Program (PNP) with a minimum CRS score of 697. Additionally, Newfoundland and Labrador held its 13th selection round of the year on September 4, issuing 97 invitations through the NLPNP and once again omitting candidates via the Atlantic Immigration Program (AIP).
