Overview

Cargo theft in Brazil is undergoing shifts in both geography and target value. While the Southeast has historically been the primary area for losses, its share of incidents decreased from 83.2% in 2024 to 68.1% in 2025, as criminal activity spread to the Northeast and North regions. In the North, involvement rose from 0.9% to 11.2%.

Criminal strategies have evolved to target essential and high-value goods. Food now accounts for 26.5% of losses, and the theft of medicines has more than doubled in frequency. In the North, there is an increasing focus on high-value electronics. Although the total number of cargo theft occurrences fell by 16.7% in 2025 to 8,570 incidents, the financial impact remains severe, with estimated losses of approximately R$ 900 million.

Data from the first eight months of 2026 highlights Rio de Janeiro as a major hotspot, accounting for 53% of all cargo robberies in the country. Although the number of incidents in the state has declined—reaching a two-decade low of 130 cases in August—the financial impact has intensified. According to Sindicarga, the value of stolen goods rose by 39% compared to the same period in 2025, with total losses reaching R$ 201.1 million.

Discrepancies have emerged between state and federal reporting. The Ministry of Justice and Public Security reported 2,566 occurrences in Rio, while the Civil Police recorded 2,084. Filipe Coelho, president of Sindicarga, attributed these differences to a “lack of standardized classification in theft reporting” and has called for uniform registration processes.
