Caribbean education infrastructure and labor disputes

The start of the new academic year across several Caribbean nations has been characterized by significant concerns regarding school infrastructure and labor policies.

In Jamaica and Trinidad and Tobago, the reopening of schools has highlighted issues with hurricane damage repairs and maintenance. In Trinidad and Tobago, the Trinidad and Tobago Unified Teachers’ Association (TTUTA) has raised alarms over delayed repairs, unpaid back-pay, and the need for contract renewals for support staff. Additionally, the National Parent Teacher Association (NPTA) has opposed a proposed zero-tolerance policy for disruptive students.

In Antigua and Barbuda, the Antigua and Barbuda Union of Teachers (A&BUT) reported mixed results regarding school construction, noting that while some improvements have occurred, institutions like Ottos Comprehensive School have reportedly awaited new facilities for approximately a decade. Meanwhile, in Barbados, the Barbados Union of Teachers (BUT) is opposing a move to engage staff at Alma Parris Academy as independent contractors, a step the union described as ‘unprecedented’ for the nation’s education sector.
