Casablanca-Settat regional development and sanitation
Overview
The Casablanca-Settat Regional Council has approved 515 development agreements totaling approximately 92 billion dirhams through September 2026. Of this total, the region's contribution is roughly 21 billion dirhams, with the remainder provided by various partners. Currently, 240 agreements valued at 59 billion dirhams have been validated and are ready for implementation. The Regional Development Program, with a 47 billion dirham budget, has reached a 97 percent activation rate, targeting transport, water, environment, education, health, and sports.
Significant infrastructure projects are being prioritized for the 2030 World Cup, including road upgrades near the Grand Stade de Casablanca, stadium rehabilitation, and the establishment of a national football university center in Bouskoura. Urban transport management is also a priority, involving 960 buses. Waste management remains a major focus, with an initial 14 billion dirhams allocated to projects such as the Mediouna waste treatment facility.
Concurrently, municipal officials in Casablanca are seeking to increase the annual sanitation budget to address rising pressures on waste collection and public space maintenance. Representatives from several districts have requested an increase for a Zone 3 tender from 25 billion centimes to 35 billion centimes annually, citing increased population density from resettlement programs. The city is moving toward an international tender to enhance waste management systems.
In a recent fiscal development, the Casablanca municipal council, presided over by Nabila Rmili, officially approved the budget proposal for the 2027 fiscal year. The approved budget of nearly 5.3 billion dirhams represents a significant increase from the approximately 3.5 billion dirhams allocated in 2021. Of this total, roughly 4.7 billion dirhams are designated for operating expenses, while approximately 800 million dirhams are allocated for equipment and investment.
