Catalonia housing policy and regulation

Housing policy in Catalonia and Barcelona is currently defined by efforts to increase protected housing stock and regulate rental markets. In Barcelona, Mayor Jaume Collboni has paused a reform of the city’s 30% social housing mandate—a regulation requiring a portion of new developments to be allocated to protected housing—following failed negotiations with the Junts political group. An assessment of the 2018 mandate showed it produced only 34 protected units, significantly lower than the City Council’s estimate of 2,000.

At the regional level, the Catalan government is working toward a goal of providing 50,000 protected housing units by 2030. While 10,000 units are complete and 28,000 are in progress, Housing Minister Sílvia Paneque noted that the current public housing stock remains below 2%, whereas 15% is required to stabilize rental prices.

Additionally, the regional administration has extended ‘stressed residential market zone’ status to several municipalities to allow for rent controls, though some towns have been excluded for failing to meet specific economic indicators. Local officials in excluded areas, such as Granollers, are contesting these decisions based on the high percentage of resident income spent on housing.
