CBP supervisor arrested for DHS computer tampering

Overview

Terry “Jiajia” Liu, a 39-year-old Chinese national and former U.S. Customs and Border Protection (CBP) supervisor, was arrested for allegedly tampering with Department of Homeland Security computers at three border facilities in Maine.

According to investigations, Liu allegedly swapped high-end components, such as Intel Core i7-14700 CPUs, RAM, and storage, with older or inferior models. This unauthorized modification of 46 computers was reportedly captured on surveillance footage. Liu is accused of trading the stolen parts to an electronics retailer for credit through a trade-in program.

The government estimates the cost to replace the inferior parts at $20,460, while the total cost to replace all 46 tampered computers is estimated at $105,800, excluding configuration expenses. Liu faces charges of theft and destruction of government property. Prosecutors are seeking to deny bail, citing his financial resources and proximity to the Canadian border.
