Central Luzon flooding and mitigation efforts

Severe flooding in Central Luzon, driven by the southwest monsoon and tropical cyclones Luis, Maymay, and Neneng, has affected over 3.5 million people and caused significant agricultural and residential damage.

In response, President Ferdinand Marcos Jr. has directed both immediate and long-term flood-control measures. Initial efforts include dredging waterways, constructing floodgates, and implementing Sabo River Dams in Nueva Ecija to manage water flow from mountainous regions. Long-term plans involve studying a 100-kilometer dike and road system to prevent seawater from Manila Bay from entering affected areas.

Following inspections of flood-hit areas in Tarlac, Zambales, and Pampanga, the President specifically ordered the construction of Sabo Dams and the installation of barriers upstream of the Sto. Cristo Dam. This directive follows findings that debris and suspected illegal logging had clogged the dam, causing water to divert and damage local structures. The administration is also emphasizing the repair of damaged bridges and the strict enforcement of ‘no-build zone’ policies to mitigate future risks, while officials noted that corruption and illegal structures often undermine existing flood policies.
