In Banja Luka, preschool workers have officially submitted demands to the City Administration for a 10 percent salary increase and parity with other budget users. The union is also seeking improved terms for the enrollment of employees’ children in kindergartens. Following these labor discussions, Banja Luka has introduced a 200 KM subsidy for children attending private after-school care programs. This measure aims programs, intended to reduce monthly expenses for parents from approximately 450 KM to 250 KM. While local childcare centers have begun began offering these services in response to the subsidies, services, providers report that concrete enrollments remain initially reported low enrollment due to parental confusion and competition from public school programs. Following the issuance of the first subsidy payments on October 1, new tensions have emerged. Parents are protesting price hikes at private extended childcare facilities, with some owners reportedly increasing rates by as much as 100 KM. Critics argue these increases negate the intended financial relief, leading to calls for greater transparency to ensure government support is not used to justify unjustified price hikes.
