Chile Chao Cables regulatory implementation

Overview

Chile is implementing the ‘Chao Cables’ national plan, a regulatory initiative led by the Undersecretariat of Telecommunications (Subtel) to remove and organize unused aerial telecommunications cabling. The plan aims to mitigate visual pollution and public safety risks, such as low-hanging cables that have caused injuries.

Under Law No. 21,172, telecommunications operators—including ClaroVTR, Movistar, WOM, Entel, GTD, and Mundo—are responsible for the costs and execution of removing decommissioned equipment, which is classified as waste. Companies must identify and remove such material within a maximum of five months.

The national strategy targets over 66,000 intervention points across 319 communes over a three-year period. In the La Araucanía region, 4,586 points are programmed for removal between 2026 and 2028, with Temuco identified as having the highest concentration at 740 locations. In the Maule Region, the plan covers all 30 communes, involving 4,916 points, with Talca expected to have the highest regional concentration.

Local implementation has expanded to Coyhaique, where the municipality has begun removing debris from urban environments and tourist circuits, with early interventions removing approximately 700 kilograms of cable. Meanwhile, in the Valparaíso Region, the Ministry of Energy has issued warnings regarding obsolete wiring in areas like Viña del Mar, noting that low-hanging cables pose risks of power outages, falling poles, and fatal accidents involving large vehicles.
