Chile reforms to streamline project approvals

In early August 2026, the Chilean government presented a series of reforms aimed at accelerating the approval process for major projects. On 3 August, President José Antonio Kast led a meeting on a draft overhaul of the Sistema de Evaluación de Impacto Ambiental (SEIA). The proposal seeks to set mandatory deadlines, unify the environmental appeal process, allow third‑party claims, and reduce the size of decision‑making committees, with the goal of separating political project decisions from technical environmental assessments.

Two days later, on 5 August, the administration introduced a complementary reform targeting the broader bureaucratic bottleneck that affects investment projects. The legislation would shift permit processing from a sequential to a parallel model, enabling companies to pursue multiple authorizations simultaneously across roughly 380 permits managed by 37 agencies. It also proposes faster procedures for the Council of National Monuments while preserving legal protections.

Together, these measures reflect a coordinated effort by Chile’s leadership to streamline regulatory procedures, reduce delays, and provide greater legal certainty for both environmental and investment approvals.
