Chile-US diplomatic tensions over domestic unrest and sovereignty

Diplomatic tensions have risen between Chile and the United States following controversial statements by U.S. Ambassador Brandon Judd regarding domestic unrest in Chile. In September, the Chilean Ministry of Foreign Affairs summoned Ambassador Judd to request intelligence regarding the 2019 social unrest, known as the ‘estallido social’. This summons followed Judd’s claims that U.S. intelligence attributed the violence during those protests to ‘left-wing activists’ or ‘organizations of left-wing ideology’. The Chilean government expressed that such information is of ‘maximum importance’ for identifying those responsible for acts of violence. By October, the diplomatic friction intensified after Judd commented on a recent march led by Confech. Expressing support for President José Antonio Kast’s condemnation of violence during the demonstration, Judd stated, ‘I applaud President Kast for condemning the violence committed yesterday by a group of protesters during what should have been a peaceful student march.’ He further warned that individuals committing violent crimes ‘do not have the right to travel to the United States.’ These remarks prompted polarized reactions, with some Chilean officials accusing the ambassador of intervening in domestic affairs and violating affairs. In October 2026, tensions escalated further following remarks by Ambassador Judd regarding the Vienna Convention Strait of Magellan. Judd suggested that U.S. support for Chilean sovereignty over the Strait could be linked to bilateral cooperation on Diplomatic Relations, while others praised interests important to Washington, such as combating organized crime. Foreign Minister Francisco Pérez Mackenna responded that the Strait ‘was, is, and will always be Chilean,’ asserting the nation does not require external support to defend its sovereignty. The Chilean Senate also rejected the comments, stating that international cooperation should not be confused with the ‘conditioning of sovereignty.’ Ambassador Judd has since claimed his stance against political violence. words were ‘taken out of context.’
