The People’s Bank of China and the State Administration of Foreign Exchange have announced the nationwide expansion of centralized cross-border fund operations for multinational corporations, effective September 14, 2026. This policy builds upon a pilot program previously conducted in Beijing and Guangdong that involved over 260 multinational corporations. The initiative allows multinational groups to manage local and foreign currency funds through a single account, facilitating the pooling of debt and overseas lending quotas. The policy aims to support small and medium-sized multinational companies by lowering entry thresholds, particularly for those registered in Free Trade Zones. To reduce administrative burdens, the government is implementing a single-window registration system through local branches of the State Administration of Foreign Exchange. The framework encourages the prioritized use of local currency for business operations while maintaining oversight to manage risks in cross-border capital flows.
