The People’s Bank of China (PBOC) has initiated efforts to increase financial market openness and internationalize the yuan. Initially, the PBOC held a symposium with 15 major foreign financial institutions to discuss optimizing the business environment and promoting high-level financial opening. This included discussions on expanding two-way market access and improving cross-border payment services. Concurrently, regional regulatory cooperation was pursued through seminars with ASEAN and neighboring countries to manage cross-border financial risks. Following these efforts, PBOC Governor Pan Gongsheng reaffirmed the commitment to opening markets during meetings with the International Monetary Fund and the World Bank. The central bank aims to promote yuan bonds as global collateral and strengthen offshore trading hubs in locations such as Hong Kong, Singapore, and London. Pan emphasized that the PBOC will maintain a moderately loose monetary policy to support economic growth while addressing risks from geopolitical conflicts and potential valuation corrections in artificial intelligence-related assets. At the 2026 Financial Street Forum in Beijing, regulators introduced further measures to bolster institutional opening and market stability. Ding Xiangqun, head of the National Financial Regulatory Administration, stated the agency will support foreign institutions and long-term capital entering the Chinese market while bringing all financial activities under regulatory oversight. To enhance liquidity and connectivity, Governor Pan announced the establishment of liquidity support tools for non-bank financial institutions and the expansion of the Standing Lending Facility (SLF) to include domestic and foreign-funded legal person banks. Other initiatives include promoting interconnectivity between interbank and exchange-traded bond markets, piloting expanded foreign exchange trading for eight designated RMB clearing banks, and supporting financial services for international technology innovation centers in key regional hubs.
