China food security and agricultural strategy

China is pursuing a strategic agricultural shift under its 15th five-year plan to bolster food security and reduce reliance on international imports. This initiative is driven by national security concerns, global instability, and vulnerabilities stemming from limited arable land and freshwater resources.

To achieve self-sufficiency, the country is leveraging state power to dominate the mass manufacture of protein. This includes investing in technologies such as genetically modified crops, cellular agriculture, lab-grown proteins, and precision fermentation. Projections suggest alternative proteins could eventually account for significant portions of China’s fish, beef, and dairy consumption.

However, significant challenges remain. China currently holds approximately 18 percent of the world’s population but only 7 percent of its agricultural land. The country remains heavily dependent on imports for essential commodities like soybeans, facilitated by a major agreement with the United States to purchase roughly 25 million tons annually through 2028. Furthermore, geopolitical tensions and climate change-induced extreme weather continue to threaten domestic yields and global trade routes.
