China industrial and technological innovation strategy

China is implementing a strategy to foster ‘new quality productive forces’ by integrating education, technology, and talent to bolster its advanced manufacturing sector. This approach seeks to bridge the gap between scientific research and industrial application, with a focus on achieving self-reliance in core technologies such as integrated circuits, advanced materials, and basic software.

To support this transition, the nation is increasing Research and Development (R&D) spending and leveraging a large higher education system to provide high-skilled labor. The strategy emphasizes the central role of enterprises as innovation hubs. While large enterprises focus on upgrading traditional industries through incremental innovation, small and medium-sized enterprises and startups are tasked with driving breakthrough innovations for emerging industries.

Academic institutions, such as Central South University, are also adapting by aligning interdisciplinary research with industrial needs in sectors like new energy and metallurgy to solve critical ‘bottleneck’ technical problems.
