Overview
Analysis from the Center for Strategic and International Studies (CSIS) indicates that China has upgraded its military base in Djibouti with new communication and intelligence infrastructure. Satellite imagery shows that since mid-2024, two new communication compounds have been constructed at the People’s Liberation Army site.
These upgrades include high-frequency antennas, satellite communication dishes, and potential 5G arrays. The new facilities are expected to enhance China’s command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities. This development may provide the Chinese military with a “much more robust picture” of regional military activity and strengthen long-range communications with ships and aircraft.
The base is located near the Bab al-Mandeb Strait, a vital maritime corridor. The expansion could increase China’s capacity for signals intelligence (SIGINT) in a region where the United States, France, Italy, and Japan also maintain military facilities.
