CIA involvement in Mexican political affairs

Overview

Declassified documents have revealed various CIA operations and interests within Mexico spanning several decades.

Earlier records indicate that during the administration of Carlos Salinas de Gortari, the CIA considered a military invasion of Mexico in response to potential crises. Intelligence assessments from that period described Salinas de Gortari as an “ambitious technocrat” and a “capitalist disguised as a socialist,” noting his efforts to restructure the Mexican economy through neoliberal policies and privatization.

Other declassified findings from the National Security Archive show that the CIA funded right-wing student groups in the days leading up to the Tlatelolco massacre. Researchers suggest the Agency managed at least five projects over two decades to influence student leadership at various Mexican universities and attempted to infiltrate the Institutional Revolutionary Party (PRI). These operations, which date back to the 1950s, involved providing funds to research institutes and influencing political movements to control student leadership.
