Cobre Panamá mining closure and economic impact

Overview

Following the closure of Cobre Panamá, economic and industry groups have begun presenting assessments and proposals regarding the site’s future.

The National Council of Private Enterprise (CONEP) submitted a study to an interministerial commission detailing the socioeconomic repercussions of the mine’s closure. The research highlights the difficulty of replacing the mine’s economic contributions, noting that sectors such as tourism and manufacturing would require decades to absorb the equivalent output of a single year of production. CONEP recommended implementing a permanent international environmental audit.

Subsequently, the Panama Mining Chamber (CAMIPA) proposed an orderly resumption of operations to mitigate uncertainty affecting workers, suppliers, and local communities. CAMIPA argued that any reopening must follow the current legal framework and be based on a comprehensive audit. Their proposal includes a public action plan with specific corrective measures, continuous monitoring of water and biodiversity, and a verifiable plan to recover jobs and opportunities for Panamanian suppliers.
