In late July 2026, pro‑life legislators in Colombia’s House of Representatives introduced a constitutional reform bill to amend Article 11, stating that human life begins at fertilisation. The proposal, led by the Bancada Provida bloc and backed by members of the Conservative Party, the Salvation National Party and other pro‑life groups, moved to congressional committees for discussion. On 29 July, the debate intensified in the full Congress. Supporters, including Carol Borda, Sara Castellanos, Luis Miguel López and David Gerardo Cote, argued that the amendment rests on biological facts, comparative constitutional experience and international human‑rights norms. They sought to declare the unborn as a subject of special constitutional protection and to reverse the 2022 Constitutional Court ruling that decriminalised abortion up to 24 weeks. Opponents – women’s‑rights organisations and legal scholars – warned it would curtail reproductive autonomy, undermine access to safe abortion and conflict with the Inter‑American Court of Human Rights’ guidance on gradual protection of life in gestation. By 4 August, the bill entered the formal legislative process, aiming to spark a national debate on the scope of life‑rights protections. Observers noted the proposal as part of a broader regional trend, citing Chile’s simultaneous move to ban gestational surrogacy, which together reflect growing legislative efforts to tighten regulation of reproductive technologies and define the legal status of early human life. During the 2026-2027 legislature, the initiative continued to move forward, with authors including Arledy Alvarado Patiño and Carol Stefanny Borda Acevedo seeking to recognize the human being in gestation as a subject entitled to special constitutional protection.
