Colombia National Land Agency reform scrutiny

Overview

Colombia’s National Land Agency (ANT) is under investigation following reports of low target achievement and financial irregularities regarding agrarian reform. ANT Director Lina María Garrido reported that while $7 trillion pesos were allocated, the agency has only titled 99,477 hectares, representing 6.6% of its 1.5 million hectare goal. Additionally, land formalization has reached only 41.1% of its target.

Following these findings, Minister of Agriculture Indalecio Dangond Baquero announced a suspension of all land purchases for 2027. This decision follows the discovery of systematically inflated prices and legal insecurities involving provisional titles for peasant and ethnic communities. The government has frozen 1.4 trillion pesos in pending payments and initiated a forensic audit in coordination with the Comptroller General, the Attorney General, and the Prosecutor General to investigate the misuse of funds and ensure the integrity of future land acquisitions.
