Colombia pet rights in housing

In early July 2026, Colombia’s Constitutional Court issued a ruling that condominium administrations may not prohibit or require prior authorization for tenants to transport companion animals in common areas such as elevators. The decision, prompted by a tutela filed by a woman with a mobility‑impairing dog, held that such restrictions violate constitutional guarantees to personal development and family intimacy. While administrators may impose reasonable hygiene and safety standards, outright bans or discretionary permissions were declared unconstitutional.

Later in July, national statistics highlighted that roughly two‑thirds of Colombian households own pets, with the highest concentrations in Bogotá, Cali and Medellín. Building on the 1997 court decision (sentencia T‑035) cited in the earlier ruling, the data reinforced that landlords cannot refuse tenants because of pets nor levy additional rent fees for pet ownership. Tenants are still required to comply with existing housing laws governing noise, waste handling and safety measures for certain dog breeds. Together, the rulings and data illustrate an expanding legal framework protecting pet owners’ rights within rental and condominium settings.
