In early August, Colombia began operating the Registro Universal de Ingresos (RUI), a government platform designed to improve the targeting of social subsidies by classifying citizens into socioeconomic groups. Utilizing data from over 40 official entities, the system categorizes households into groups ranging from extreme poverty (A) to non-poor, non-vulnerable (D), including specific sub-groups like D21. The RUI is intended to work alongside the existing Sisbén system to increase transparency and efficiency in subsidy allocation. By late August, the implementation of the RUI led to administrative adjustments in social transfer programs. Prosperidad Social announced that the fourth payment cycle for Renta Ciudadana and VAT Compensation programs would be rescheduled to September. This delay was attributed to a technical review of the RUI’s implementation and its impact on beneficiary households. Officials noted that the transition to new focalization and permanence criteria is expected to affect approximately 49% of the roughly 700,000 households currently receiving these transfers. In mid-September, Prosperidad Social confirmed the fourth cycle of monetary transfers for Renta Ciudadana and Devolución del IVA, scheduled for disbursement between September 21 and October 6, 2026. The agency allocated 346,342 million pesos to support 804,478 households across 1,105 municipalities and six non-municipalized areas. This cycle reflects a 5.4% budget increase and a 4.3% increase in coverage compared to the third cycle of 2026. Following a second focalization process, 72,382 new households joined the program. The agency stated that technical and legal analyses were performed to ensure service continuity during the transition to the RUI established by the National Planning Department.
