Overview

The Colombian administration has initiated a significant review of state contracting processes. The situation began when the outgoing president requested a pause on multibillion-dollar road contracts in La Guajira to allow the incoming administration time for technical, legal, and financial evaluations.

Following the transition, President Abelardo de la Espriella expanded this focus into a broader overhaul of public procurement. During a Council of Ministers meeting in Barranquilla, the President launched an administrative offensive to dismantle monopolies and eliminate favoritism, ordering a ministry-by-ministry review of all state contracts and the creation of a contractual concentration map to monitor recurring contractors.

This anti-corruption mandate has since been integrated into a broader national recovery effort following a devastating earthquake on August 10. The earthquake affected approximately 452,782 people across 16 departments, resulting in 331 deaths and leaving 152 people missing. In response to the national disaster, the government has activated special regimes for direct contracting and resource reallocation to rebuild housing, schools, and health infrastructure.

Alongside reconstruction, President de la Espriella has ordered forensic audits of all state entities to investigate the previous administration’s management. This period of reform also coincides with the termination of three peace dialogue processes with armed groups and efforts to reactivate the Economic Partnership Agreement with Japan to attract investment in digital infrastructure and electric mobility.
