In late July 2026, Colombia’s National Unit for Disaster Risk Management (UNGRD) was embroiled in faced a high‑profile corruption scandal involving former congressional leaders Iván Name and Andrés Calle, who were accused of receiving billions of pesos in bribes routed through a private loan to former UNGRD sub‑director Sneyder Pinilla and concealed with cryptocurrency. The Supreme Court upheld the charges as the case moved toward trial. During the same period UNGRD inaugurated an Integrated Risk Management Centre in Puerto Carreño, Vichada, to improve response to forest fires, floods and other hazards for roughly 15 000 residents. Two days later the Council of State provisionally suspended two provisions of Decree 802 – 802— the paragraph of article 4 and the second clause of article 5 – 5— which would have allowed the transfer of about 4 trillion Colombian pesos from the national budget to UNGRD for the El Niño emergency. The suspension follows Senator María Clara Posada’s constitutional challenge, arguing the decree let the executive alter the budget without congressional approval. On 29 July 2026 the Council formalised the suspension, reiterating noting that the measure pauses the transfers while the lawsuit proceeds and noting that the outcome could shape future disaster‑response financing. President Gustavo Petro defended the decree, saying the funds would be managed by ministries overseeing water, agriculture, fertilizer and solar‑energy sectors and were not a “blank check.” In the same ruling the Council also suspended a separate resolution that had permitted weekend and holiday contracting to speed emergency works, a measure critics said bypassed normal procurement rules. The court’s measure leaves actions leave UNGRD’s emergency mandate intact but temporarily unfunded.
