Colombian Ombudsman investigations into security force fatal

Overview

In late September 2026, Colombia’s Ombudsman’s Office (Defensoría del Pueblo) called for an investigation into the death of 18-year-old Ricardo Andrés Rodríguez Martínez during a National Army operation against the Autodefensas Conquistadoras de la Sierra Nevada (ACSN) in Guachaca, Santa Marta. While the Ministry of Defense dismissed claims that the deceased was related to an ACSN leader, the family maintains he was a civilian with no ties to the armed group.

On October 2, 2026, the Ombudsman’s Office requested another urgent investigation following the death of Keiner Banguera Mancilla, an Afro-descendant leader and human rights defender. The incident occurred during a public security operation by security forces in El Charco, Nariño. The Ombudsman has urged the Attorney General’s Office to determine the circumstances of the death and verify if security forces followed applicable protocols.
