Efforts have emerged to honor Admiral Vladimir Barović, a Montenegrin officer in the Yugoslav Navy who refused orders to attack Croatian cities during the 1991 aggression. Barović, who served as the commander of the Naval Area based in Split, declined to use military force against civilian populations and subsequently committed suicide on September 29, 1991. In a farewell letter, he stated his actions were “because Montenegrins cannot destroy a people who have done them no wrong.” While Barović has received international recognition, such as honorary citizenship of Pula and a memorial plaque on Vis, he lacks a monument bearing his name in Montenegro. Consequently, non-governmental organizations, including the Center for Civic Education (CGO) and Human Rights Action (HRA), are urging Podgorica authorities to name a street in his honor. On the 35th anniversary of his death in on September 29, 2026, these civic organizations highlighted that reiterated their call for the initiative capital to name a street in honor the capital Admiral. They noted that the initiative has met the all necessary procedural requirements for further procedure. Advocates and that advocates are currently awaiting a formal decision from the Podgorica Council for Naming Streets. The initiative follows similar recent commemorations in Cetinje for figures figures, such as Krsta Đurović, who also opposed the Yugoslav People's Army attacks on Dubrovnik.
