Audits of the National Council for the Elderly (CONAPE) in the Dominican Republic have uncovered significant financial irregularities and mismanagement occurring between September 2020 and December 2024. Initial investigations by the General Directorate of Public Procurement (DGCP) led to the suspension of a RD$45.5 million vehicle procurement tender, including high-end SUVs. This followed a Comptroller General report identifying over RD$162 million in disbursements that lacked necessary supporting documentation, such as tax administration certifications. Former director José García Ramírez defended the expenditures as necessary for operational needs and expressed a willingness to cooperate. Subsequent audit findings by the Contraloría General de la República revealed further irregularities within the ‘Familias de Cariño’ social program. The investigation found that at least 15 public servants were improperly receiving benefits intended for vulnerable older adults. This included 12 employees of other state institutions registered as caregivers caregivers, with monthly salaries ranging from 30,000 to 155,000 pesos, and three individuals holding government positions with salaries reaching up to 200,000 pesos per month who were registered as elderly beneficiaries. The Contraloría noted that these findings suggest risks of ineligible participation participation, increased public spending, and the duplication of benefits.
