The leadership and integrity of Portugal’s Judicial Police (PJ) have faced scrutiny through political disputes and legal complaints. Former PJ director Almeida Rodrigues recently defended his tenure against criticisms from Interior Minister Luís Neves. Neves had claimed the agency was “deeply weakened” when he took over in 2018, but Rodrigues countered that significant investments were made in infrastructure and specialized units, such as the National Cybercrime and Technological Crime Unit, despite the country’s financial crisis. In a separate development, current PJ Director Carlos Cabreiro is facing a formal complaint filed with the Public Prosecutor's Office (PGR) regarding his testimony in the Football Leaks investigation. The complaint alleges that Cabreiro provided false testimony concerning wiretaps used to identify Rui Pinto, who was later convicted of extortion. Specifically, it is alleged that environmental recordings were made at a service station in Oeiras in 2015 without judicial authorization, contradicting Cabreiro’s 2023 court statement that no such field wiretaps were conducted. The PGR has confirmed receipt of the complaint and referred the matter to the Lisbon Department of Investigation and Criminal Action (DIAP) for investigation. The allegations specifically challenge Cabreiro’s testimony regarding recordings made during a meeting in Oeiras involving Aníbal Pinto and other individuals. Despite the legal challenge, Justice Minister Rita Alarcão Júdice has expressed reiterated her continued confidence in Cabreiro. The PJ’s communication office stated that Cabreiro maintains that all his of Cabreiro’s previous court statements were truthful. The matter has been referred to the Lisbon Department of Investigation and Criminal Action (DIAP) for investigation.
