Murat Kurum, the President of COP31 and Turkey’s Minister of Environment, Urbanization, and Climate Change, has initiated a push for decisive climate implementation. During meetings in Geneva, Kurum called for an end to the era of mere consultation, emphasizing the need for concrete decision-making and the strengthening of early warning systems to mitigate extreme weather events. During New York Climate Week, Kurum officially presented the COP31 Action Agenda at the United Nations. Built on the principles of ‘dialogue, consensus, and action’, the framework aims to transition from global commitments to measurable field results through 10 priority themes, 6 global goals, 11 initiatives, and 13 supporting outputs. The agenda specifically targets challenges such as climate finance access, capacity shortages, and the integration of technology with local needs to realize an ‘Implementation COP’. Expanding on the ‘Resilient Cities’ theme, Kurum launched the Sustainable Urban Resilience Financing Facility (SURFF) in New York. Developed in collaboration with the United Nations Office for Disaster Risk Reduction (UNDRR), UN-Habitat, ILBANK, and the United Cities and Local Governments (UCLG), SURFF acts as a facilitating mechanism to connect city and country needs with existing international financing. Furthering this urban focus, the Konya Metropolitan Municipality signed a protocol with UN-Habitat to implement a Climate-Sensitive Resilient Cities Program. To bridge the gap between national climate goals and actionable investment projects, Kurum announced the first pilot countries for the Climate Implementation Bridge (BRIDGE) initiative: Ethiopia, Fiji, Indonesia, Pakistan, and Uzbekistan. Additionally, Kurum set a global energy target to increase the share of electricity in final energy consumption from 21 percent to 35 percent by 2035, an electrification goal intended to reduce global emissions by approximately 8 to 10 gigatons.
