In Copacabana, Rio de Janeiro, 37-year-old Cláudio Rafael Landeiro Moreira died following a brutal assault after being falsely accused of stealing a bicycle. The victim, who had mental health issues and speech difficulties, was unable to explain that the electric bicycle belonged to his sister. Security footage shows the attack lasted approximately nine minutes and involved kicks, punches, and at least 63 blows from a blunt object or wooden stick. Medical reports confirmed the cause of death as traumatic brain injury, internal hemorrhage, and injuries to the spleen and left kidney. Moreira reportedly agonized on the ground for over 30 minutes before passing. Following an investigation led by Delegate Angelo José Lages Machado, the Rio de Janeiro Civil Police have indicted 13 people. Five of the indicted individuals face charges of triple-qualified homicide. While four suspects remain in custody, one remains at large. The investigation also uncovered a private financing system for informal security in the area, resulting in the indictment of four local merchants for funding these clandestine activities. Other charges issued include irregular security practice, bodily injury, and failure to provide assistance. All four suspects previously identified in connection with the death remain in custody: security guards Davi Santos Machado and Jorge Luiz Ricardo Dias, and delivery drivers Felipe Eduardo dos Santos Silva and Aílton José da Silva. Police noted that rather than contacting authorities, the group chose to “judge and subject Cláudio to a sentence of successive aggressions.” Building on the police investigation, the Public Prosecutor's Office of the State of Rio de Janeiro (MPRJ) has officially filed homicide charges against five of the individuals involved. The case has since sparked significant public debate regarding urban violence, public security, and the fragility of the justice system in Brazil.
