Ukraine’s National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) launched ‘Operation Carthage,’ a major investigation into a criminal organization allegedly operating within the Prosecutor General’s Office. The group is suspected of using its influence to protect a network of fraudulent call centers and laundering illicit proceeds, including an estimated 20 million hryvnias used for luxury goods and real estate. The operation involved searches at the Prosecutor General’s Office and premises linked to various officials. Serhii Kropyva, a high-ranking official in the International Legal Cooperation and Cyber Departments, was detained in connection with the scheme and has since been remanded in custody. His bail was set at 120 million hryvnias, approximately $2.7 million. Following the investigation, Prosecutor General Ruslan Kravchenko resigned from his position, characterizing the move as a “political decision” to prevent his office from becoming a tool for political confrontation. While Kravchenko denied all allegations, describing them as “completely unsubstantiated,” NABU has released images of a safe containing large quantities of US dollars as part of the evidence gathered during the raids. Kravchenko, who had held the position since June 2025, officially resigned on September 7, 2026. His departure must now proceed through the formal institutional process via the Verkhovna Rada.
