Cox's Bazar coastal development legal dispute

Overview

The Bangladesh High Court issued an eight-week injunction to halt road construction at Sugandha Beach in Cox's Bazar. The legal action, initiated by the Bangladesh Environmental Lawyers Association (BELA), argues that filling sand dunes in this Ecologically Critical Area violates environmental laws and threatens biodiversity and coastal defenses.

The court has requested justification as to why the construction should not be declared illegal and why completed sections of the road should not be removed to restore the beach.

In response to these legal challenges, State Minister for Local Government, Rural Development and Co-operatives, Mir Shahe Alam, alleged that organizations are using court orders to obstruct development. The Minister claimed such actions prevent the region from becoming an “international-standard tourism hub,” specifically citing the 128 crore BDT road project halted by BELA.
