Croatia anchor price regulation implementation

Croatia is set to implement new “anchor price” regulations starting October 1, 2026. These rules require businesses and service providers to display current prices alongside a historical reference price to assist consumers in tracking inflation. While most goods will use a reference date of September 10, 2026, food, beverages, cosmetics, and household products will use a reference price from May 2, 2025.

In some instances, such as promotional sales, a single product may be required to display up to four different prices: the original price, the discounted price, the lowest price from the previous 30 days, and the anchor price. Furthermore, businesses with websites must now provide digital price lists in machine-readable formats, such as XML or CSV, updated daily by 8:00 AM. Traditional formats like PDFs, images, or plain text will no longer be compliant, and failure to adhere to these rules could result in fines of up to 30,000 euros.

The business sector has expressed significant concern regarding the short implementation window and increased administrative burdens. The Croatian Employers Association (HUP) and the Croatian Chamber of Economy have warned of the technical and financial impacts on micro and small enterprises, noting that the complexity of digital requirements may disproportionately affect small providers, such as hair salons or mechanics, compared to large retail chains. Additionally, the Croatian Agricultural Chamber (HPK) noted that while transparency is beneficial, anchored prices do not account for rising costs in the supply chain, such as energy or production expenses. Some industry representatives have suggested collective legal action regarding the mandate.
