Overview
Croatia has introduced new financial regulations and support programs aimed at consumers and small businesses.
In September 2026, the government announced the Consumer Credit Act, scheduled for implementation on November 20, 2026. This legislation aims to facilitate early loan repayments by prohibiting banks from charging fees in many instances, specifically exempting mortgage loans from such costs. For standard consumer loans, fees are strictly capped based on the time remaining until loan maturity.
Following this, the HAMAG-BICRO Board of Directors updated the ‘Micro Loans for Growth and Inclusion’ program. This initiative, funded by the European Social Fund Plus, doubled the maximum micro loan limit for small entrepreneurs from 25,000 euros to 50,000 euros. The updated program also includes provisions for principal write-offs of up to 30 percent and revised definitions for startup entrepreneur status.
